I don't think its a waste, I mean were was he going to be on Raw or SD? He would of been lost in the shuffle there, I think this is just a slow program of sorts and oddly enough fill the Matt Hardy role of top face for ECW, until after Mania were he goes to Raw or much likely Smackdown.

I think WWE is doing this because they moved Matt Hardy to Smackdown, so they needed a "top" veteran face on ECW, someone to fill his role and Christian fits the bill. I also think they want to build Christian up as a legit World title contender by having him in the ECW title picture, so they're basically priming him up on ECW so that when he goes to another brand, he'll be viewed as a "real" contender to either the WWE or World title.

He got put there because if you look, all of the other major players are already busy. And ECW has like 0 star power, so you put a big return there to generate a little interest. Then when an opportunity arises (like it did for Matt Hardy) they'll move him over.
Besides it wasn't a waste for the people that saw it first hand.... like me. That was friggin awesome
EDIT: Also it might be fair to add that since the original plan for the whole Jeff Hardy thing leaked, they switched the plan to have Matt be the one to screw Jeff.
