After talking over ideas and such, I have come to the conclusion that this will be the best way to do this.
Each show that is posted, I will post a special stickied thread for Freak(Jack Clinton's handler) and whoever the Texas Champion is(right now, Chris Angel) to post their promos in. Promoing for it will be completely optional. Should both competitors post in the special Balance of Power promo thread, then Freak will have the option to choose whether or not he'd like to cash in the briefcase.
So Freak, if you and Angel both post promos and you feel confident enough to challenge Angel for the belt, then what will you need to do is PM me before the promo deadline, letting me know that you want Clinton to cash in his briefcase. The staff members and I will read over the promos, and we will vote on who should win. Keep in mind that if Angel wrestles a match, and we vote for Freak's promos as the winner, then we may do like what WWE has done when someone has cashed in the briefcase(like when Edge beat Cena fairly quickly after the Elimination Chamber match from New Year's Revolution back in 2006).
As for what you would be talking about in the promos, you obviously wouldn't be hyping up an upcoming match as no one would know that there's a match coming up. Rather, something along the lines of the challenger talking about how the champ needs to watch his back as he could cash in the title shot at any time, and the champ talking about how he's ready, etc.
Now Freak, you also have the option of doing what Rob Van Dam did back in 2007, and asking for a set date to have a match that would be hyped up. So if you wanted Freak to come out and say that he will be cashing in his title shot for a one on one match against whoever the Texas Champion is at (insert show here), then you can do that.
